Assessment of UK policy contradictions in heat decarbonisation

Going Dutch? commissioned the Energy Systems Catapult to produce a report on contradictions in the UK heat policy landscape. Such contradictions inevitably arise during a transition, and the report provides a framework for identifying these, and recommendations for resolving some of them.

The governance of residential heat transitions in the Netherlands and the UK

This document maps out the institutional arrangements in the two countries across a range of relevant areas, including national climate action institutions, frameworks for heat transition planning, piloting and delivery, and arrangements in other relevant areas such as technology development, building regulations, skills and training, network regulation and energy taxation. Throughout, within the UK where relevant we note significant differences between devolved nations, especially Scotland. This comprehensive review concludes with an analysis of areas of contrast and similarity in the governance of heat transitions, including the degree to which approaches are centralised vs decentralised, technocratic vs consensus-building, and market-coordinated vs state-coordinated. This report is intended as a resource for researchers and practitioners with an interest in the governance of heat and local energy transitions in the two countries.
